Speaker says kids "high five" after being fined for MIP

Speaker of the Legislature Mike Flood of Norfolk says he applauds a bill being debated that takes away driving privileges for minors caught drinking.
“At the end of the day for me, it’s about personal responsibility.  These young people are given a right and a privilege to drive, is it too much to ask that they lay off the booze?”
The bill is from Scottsbluff Senator John Harms who says young people don’t realize they are damaging their brain when they drink at an early age.
